Senior Policy Analyst
Carson City, Nevada
Salary up to $131,711 (employee/employer paid retirement plan)

The Legislative Counsel Bureau (LCB) is seeking a diverse pool of qualified applicants for the position of Senior Policy Analyst within the Research Division. The LCB is a nonpartisan, legislative service agency that provides professional, technical and administrative support to the Nevada Legislature, which convenes biennially in odd-numbered years for 120-day sessions and for rare special sessions during the interim periods. The Research Division provides the Nevada Legislature and its members and committees with assistance, information and research on a wide range of public policy issues affecting the State of Nevada and its political subdivisions. This is a full-time position located in Carson City, Nevada.

Position Description: The Senior Policy Analyst will provide both in-depth policy analysis and timely, responsive research across a broad spectrum of public policy subjects at the request of Legislators and legislative committees. Responsibilities of the Senior Policy Analyst may include, without limitation:

? Working with the committee chair to plan agendas, identify speakers and presenters and manage meeting logistics;

? Presenting before legislative committees on topics of interest to the committee;

? Writing speeches and bill testimony;

? Preparing in-depth research papers, reports, policy publications and recommendations for action during work sessions of legislative committees;

? Conducting statistical analyses, preparing committee materials and legislation summaries and compiling other written products and research memoranda, as needed;

? Responding to inquiries concerning Nevada?s government, laws, constituent concerns, counterpart agencies, national associations and public officials in other states and at the federal level;

? Serving as a staff member or liaison to national organizations; and

? Other duties as assigned.

All work is performed with a high degree of professionalism, nonpartisanship and strict confidentiality, contributing directly to the effectiveness and integrity of the legislative process in Nevada.

Minimum Qualifications: The Senior Policy Analyst will be selected with special preference given to the candidate?s education, experience and demonstrated expertise in public policy development, analysis and research. A qualified candidate must have: (1) a master?s degree or other advanced degree from an accredited college or university and at least two years of professional experience focused on the development, analysis or research of laws and public policy or at least three years of professional experience in any other field; OR (2) a bachelor?s degree from an accredited college or university and at least seven years of progressively responsible professional experience in leadership roles within State or local government, including the Nevada System of Higher Education. A master?s degree or other advanced degree and relevant experience is preferred. Applications under the second option will be considered on a case-by-case basis, with emphasis on demonstrated leadership, policy expertise and relevant accomplishments.

The ideal candidate will demonstrate:

? Exceptional writing and verbal communication skills, including the ability to convey complex information into clear, easily understandable terms for general audiences;

? Broad knowledge of academic, government and private research resources and formal research techniques;

? Proficiency with general computer applications to analyze information and produce deliverables quickly and accurately, including organizing and displaying graphs, illustrations, maps or statistical data;

? Strong project management and committee coordination skills;

? The ability to work effectively with a variety of individuals without personal bias;

? Capacity to produce significant, high-quality work products on a tight deadline and shifting priorities;

? Commitment to maintaining confidentiality and adapting to changes in the work environment; and

? Experience with public speaking and stakeholder engagement.

Salary: The annual salary for the Senior Policy Analyst is based upon a Grade 42, which has a salary range of $87,570 to $131,711 under the employee/employer paid retirement option. An employer-paid contribution plan is also available with a reduced salary in lieu of an employee contribution. Actual starting salary will be based on experience.

Working Conditions: The work is performed in a typical office environment. Overtime is required during legislative sessions and certain other times as necessary to meet the demands of the Legislature. When overtime is worked, the Senior Policy Analyst may earn compensatory time that can be taken at a later date or be paid for the overtime, consistent with the LCB Rules and Policies and subject to budgetary limits. Occasional in-state and out-of-state travel may be required. Such travel may be outside normal business hours.
