About this Unit:
The Supplemental Nutrition Assistance Program (SNAP) exists to safeguard the health and well-being for low income, financially eligible households by providing food assistance benefits redeemable for food items at authorized retailers. The program operates on a statewide basis in all counties providing certification (eligibility determination based on State/Federal rules and guidelines) and authorizing issuance of benefits to approximately 330,000households monthly. The unit must provide for the establishment and implementation of SNAP laws, rules, and policies at the state and local levels to ensure applicants receive timely and accurate benefits.
This section is responsible for federal policy interpretation and implementation, creation of statewide rules and policies, monitoring program performance, statewide training, issuance accountability, and establishing fraud controls, employment and training program referral and coordination, building systems for continuous program improvement, and collection of benefit overpayments. This position exists to direct, monitor, and evaluate program expenditures and contract requirements necessary to utilize federal funding. Evaluation and monitoring includes operations at the State and county levels.

Primary Job Duties-
Program Management and Administration - Provides leadership, direction, and oversight to the 64 county departments of social/human services that administer SNAP via a wide array of supports including program planning, development, capacity building, monitoring, technical assistance, and evaluation. Maintains a framework of service delivery that incorporates rules, procedures, and the CBMS automated system, designed for accurate and timely eligibility determinations. Develops operational plans for all SNAP programs to achieve strategic objectives established by federal law, state statute, and the department's mission and division goals. Manages the monitoring of county activities, ensuring overall compliance with the terms of applicable federal and state statutes, and program rules. Utilizes county site visits, management evaluations, targeted county monitoring, and reviews of county work processes. Initiates proactive support for county departments in the form of technical assistance, tools, resources, assessment, and business process reengineering. Implements corrective action plans, as required. Responsible for statewide review and communication to counties concerning overall compliance in meeting application, redetermination, accuracy, and other compliance factors subject to potential federal and state penalties and sanctions
Policy Development, Analysis, and Interpretation - This management position is uniquely positioned to influence policy, the application of law and its intent, and is called upon to explore alternatives within the context of program objectives, the political environment, and fiscal restraints. Responsible for interpreting and applying Federal regulations for integration into state regulations and county level policies. This position works with other Unit Managers to oversee the development of program guidance to 64 counties by implementing policy and procedure through the use of rules promulgation, informational memos, and rules interpretation and clarification. This position initiates and develops new policy and rules in response to new legislation, federal requirements, or for the purpose of program improvement and modernization. Ensures policy is correctly reflected within the CBMS automated system. Coordinates with the Division Director and other Unit Managers to develop and implement program and policy objectives and support short and long term strategies to encourage, promote and reward outstanding performance. Collaborates with and provides direction to other divisions, departments, county departments, county partners, and advocates around program policy analysis, recommendation, and development. Works directly with the State Board Administration and its established processes and protocols to manage new and revised rules through the clearance process. Ensures an ongoing and collaborative working relationship with the Office of Appeals and Office of Administrative Courts, along with federal or state reviewers and auditors.
Duty Automated Systems Evaluation - This position ensures that the Colorado Benefits Management System (CBMS) has the subject matter functionality required to accurately determine eligibility, issue payments, establish claims, and capture historical participant data through the correct interpretation of program policy. Manages an array of processes to identify system and user defects, troubleshoot known issues, and test change requests. Works closely with the Automation Systems Manager to determine business requirements for systems changes and prioritization. This position works with county staff, other program areas, and other entities to acquire needed data, support, and agreement on procedures, integrating systems approaches where possible. Communicates systems issues to users to include directives to remedy problems when appropriate.
Supervision - The position is responsible for the direct supervision of professional level staff including reviewing and signing time reports, expenditure request forms, leave/absence requests and authorization forms, writing, revising and ensuring accuracy of current position descriptions, delegating work assignments, resolving disputes, concerns, and internal personnel matters, and signing performance plans and appraisals. The position defines employee roles, creates and modifies job descriptions, trains and guides staff regarding office and project specific standards and objectives, and assigns responsibilities. Responsible for hiring, corrective action, disciplinary, and promotions decisions within the SNAP Unit. The position approves work products and resolves problems and conflicts within the unit.
Other Duties as Assigned - Attend fiscal meetings, special committees, and/or forums as designated. Perform other duties as assigned to meet program objectives.
