Description of Job

The Division of Disease Control and Public Health Response (DCPHR) is the department's lead surveillance, planning and response arm for public events including communicable disease outbreaks and epidemics, pandemics, bioterrorism, and other public health and mass casualty events and disasters. The division includes the Office of Emergency Preparedness and Response; State Public Health Laboratory; Health Equity Branch, Communicable Disease Branch; Immunization Branch. Electronic and Disease Reporting; Newcomer Health Branch; and Operations Branch. The Division exists to ensure that the Department has the ability to effectively prepare for, monitor, detect, diagnose, investigate, and nimbly respond to all types of conditions, events and disasters that impact the public's health.

The Unit:

The Division of Disease Control and Public Health Response (DCPHR) is the department's lead surveillance, planning and response arm for public events including communicable disease outbreaks and epidemics, pandemics, bioterrorism, and other public health and mass casualty events and disasters. The Division exists to ensure that the Department has the ability to effectively prepare for, monitor, detect, diagnose, investigate, and nimbly respond to all types of conditions, events and disasters that impact the public's health. DCPHR's new Mobile Public Health Clinic Program (MPHCP) combines aspects of two successful programs - mobile vaccine buses and pop-up clinics - leveraged during Colorado's COVID-19 and mpox responses and builds this into our routine disease control infrastructure. MPHCP is responsible for bridging gaps in access to disease control and public health services statewide, with an emphasis on serving Black, Indigenous, and People of Color (BIPOC), low-income people, uninsured people and underserved communities such as those in rural areas of the state or with high social vulnerability. On a day-to-day basis, vaccine clinics for routine, COVID-19, flu and mpox vaccines are our core service offering. Other disease control services that can be provided include the administration of immune globulin (IG) during outbreaks for post-exposure protection to people who can?t be vaccinated (e.g. hepatitis A and measles), and testing services (e.g. respiratory viruses, mpox, food and waterborne illnesses, tuberculosis, vaccine preventable diseases, etc.) during outbreaks of disease exposure incidents. During times of emergency, MPHCP can quickly deploy temporary clinics in places that are most convenient and accessible for the population we are trying to serve. In the future, we plan to partner with other public health programs to potentially offer non-disease control services.

About the Position:

Position travels to different regions of the State of Colorado, serving underserved populations, and bringing public health resources and disease mitigation through vaccinations, testing, and other disease control services. Position engages with underserved communities, direct patient interaction with these populations, and managing personal health information. Position provides administrative support to bring all aspects of the services being offered together.

What you will be doing:

• Provides patient-centered care that maintains cultural humility through effective communication and interaction with people across diverse cultures and through patients? preferred language.
• Assist with patient registration and record verification, insurance screening, and crowd control as needed.
• Updates and enters data into our vaccine administration system, CIIS, and internal trackers with administrative data from clinics in a timely manner.
• Ensure that all patient health information (PHI) related documents are properly stored and/or destroyed and that HIPAA/privacy practices are adhered to.
• Provides oversight for all inventory and equipment, pre-clinic and post-clinic, within the mobile vans including and as necessary, set-up and take-down duties.
• Drive a cargo-sized mobile public health clinic van to and from clinic sites sometimes over multiple days and sometimes through reasonable winter weather conditions.
• Ensure testing protocols are followed with regard to collecting all required patient data, test ordering, and specimen collection, storage, and transportation.
• Assisting in set up of clinics to best monitor and control the flow of patients while meeting HIPAA requirements
• Ensuring that the necessary vaccine information is provided to the nurse team to allow for proper vaccine recommendation.
• Responsible for ensuring a sustainable vaccine supply and ashering to best practices for vaccine safety, administration, on site inventory management.
• Completes required VFC training and complies with proper storage and handling protocols.
• Maintains and monitors vaccine storage equipment during transport and on-site at the clinic.
• Reads and records vaccine storage unit minimum/maximum temperatures at recommended intervals including the required downloads and uploads of data.
• Perform when necessary Routine Vaccine Management Plan and the Emergency Vaccine Management.
• Is responsible for proper VFC eligibility screening and documentation procedures.
• Maintains the organization of vaccines within storage units, keeping VFC vaccines labeled and separate from privately purchased vaccines.
• Takes immediate action to respond when vaccines are exposed to out-of-range temperatures.
• Documents any temperature excursion and all actions taken.
• Notifies the VFC Program and supplies all follow-up documentation in a timely manner.
• Implements the emergency vaccine management plan if necessary.
• Meets all requirements as outlined in the CDC Provider Agreement and CDPHE Storage and Handling Agreement.
• Responsible for distributing Vaccine Information Statements (VIS) to a patient, parent, or legal representative before vaccine administration.
• Reviews CIIS or patient-provided records to assess vaccines needed at each visit and screens for contraindications to vaccines.
• Follows all vaccine recommendations made by the Advisory Committee on Immunization Practices (ACIP).
• Follows all school entry vaccine requirements in Colorado Board of Health rule 6 CCR 1009-2.
• Monitoring temperature controls on sites for both van units and vericor coolers and ensuring vaccines are properly stored and within the correct range.
• Maintain and organize supply inventories at the hub location.
• Notify the work lead or program supervisor when items need to be ordered.
• Complete date checks on supplies and rotate out expired stock as needed on a regular basis.
• Prepare for each deployment with needed supplies and logistical items including supply bins labeled for each clinic.
• Restock and check dates on all supplies stored in the mobile vans.
• Ensure paperwork is prepared for each clinic including all the required registration, eligibility, and VIS forms for each clinic.
• Assist in verification of details for individual clinics, including times, address, population being served, vaccine types requested, and quantity of vaccine required.
• Assisting in clerical work for clinic planning including transcribing recon details, entering data into calendars and scheduling software, and setting up events for patient registration.
• Provide reports after each clinic with metrics including doses given, attendance, etc.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

An applicant may meet the minimum qualifications for this job in one of two ways: They may qualify through their work experience alone or through a combination of education and work experience.

Experience Only:

Five (5) years of experience in one or more of the following areas: vaccine administration programs or immunization clinics; public health clinic operations or mobile clinic services; medical office operations, including registration or front office support; health program coordination or health services support; office management; direct in-person patient or client services in a healthcare or community setting; or data entry and management of health records or clinic administration or other experience closely related to the work assigned to the position.

Education and Experience:

A combination of related education in Public Health, Health Sciences, Medical Assisting, health administration, or closely-related and/or of experience in one or more of the following areas: vaccine administration programs or immunization clinics; public health clinic operations or mobile clinic services; medical office operations, including registration or front office support; health program coordination or health services support; office management; direct in-person patient or client services in a healthcare or community setting; or data entry and management of health records or clinic administration or experience closely related field equal to Five (5) years.
