Summary:
The Deputy General Counsel supports the organization?s legal operations by providing high-quality legal advice and services. This position involves drafting, reviewing, and negotiating contracts, ensuring regulatory compliance, mitigating legal risks, and addressing a wide range of legal matters that impact the organization. The role includes supervisory responsibilities over in-house legal team members and administrative staff, and responsibility for the Legal department?s administrative activities.
Responsibilities:
Provides a wide range of legal services in multiple specialties as directed by the General Counsel, including legal/policy research, policy drafting, contract reviews and negotiations, litigation, internal investigations, and intergovernmental advocacy efforts. Acts as the primary legal advisor to ANTHC?s second tier of leadership.
Leads and manages the legal department's administrative functions, including assigning, supervising, and evaluating the work of legal staff, selecting and retaining outside counsel, managing budgets, and approving invoices. Collaborates with other departments and organizational units to design and implement processes that ensure effective identification, analysis, prioritization, and coordinated responses to legal, risk management, and compliance matters.
Provides leadership, supervision, direction and guidance to assigned staff. Develops individual and departmental goals and priorities.
Serves on assigned corporate committees, task forces, and workgroups (e.g. the President/CEO?s Advisory Council). Represents ANTHC in external relations with partners, agencies, and outside counsel as required. Assists and supports ANTHC leadership in developing current and long-range ANTHC goals and objectives, and in the achievement of those goals and objectives.
Advises on and participates in development of corporate policies, procedures, standards, guidelines and processes. Assists and supports ANTHC leadership in clarifying and defining the authorities and responsibilities of board members, managers and other staff.

KNOWLEDGE, SKILLS, ABILITIES:
Knowledge of applicable Federal, State, and Tribal law, regulations, rules, policies and processes. Including substantial knowledge of relevant specialized fields such as Federal Indian law and self-determination/self-governance, health law, employment law & construction law.
Knowledge of Alaska Tribal Health System, ANTHC, and Alaska Native culture(s) and politics.
Skill in verbal and written communication.
Skill in legal research and analysis.
Skill in identified areas of expertise, such as litigation, transactions, investigations, policy analysis, etc.
Skill in establishing and maintaining cooperative working relationships with individuals with wide array of cultural, political, educational, socio-economic, geographic and linguistic backgrounds. Skill in addressing sensitive issues and situations.

Skill in assimilating, reconciling, and prioritizing diverse information, recommendations, policy considerations, and organizational objectives.
MINIMUM EDUCATION QUALIFICATION
Juris Doctorate (JD) degree from an accredited law school.
MINIMUM EXPERIENCE QUALIFICATION
Non-supervisory ? Eight (8) of relevant legal experience, including substantial experience in litigation, transactions, healthcare law, employment law, and/or Federal Indian law and self-governance compacting.
TO INCLUDE
Supervisory ? Two (2) years.
MINIMUM CERTIFICATION QUALIFICATION
Admitted to practice before the Alaska State, Federal District, and other appropriate courts.
PREFERRED EXPERIENCE QUALIFICATION
Three (3) of experience or specialized study in Federal Indian law and self-governance.
Significant experience in private or public sector law practice, preferably representing Tribal clients or complex healthcare organizations.
ADDITIONAL REQUIREMENTS
Understanding of Alaska Native or American Indian cultures.
