Alaska Native Tribal Health Consortium has a hiring preference for qualified Alaska Native and American Indian applicants pursuant to P.L. 93-638 Indian Self Determination Act.

Summary:

Under general direction provides assigned legal services with minimum supervision serving as an expert in extremely complex and/or sensitive legal and contract issues for Alaska Native Tribal Health Consortium.

Responsibilities:

Provides wide range of legal services in multiple specialties as directed by Vice President of Legal Affairs including legal/policy research, policy drafting and supporting advocacy efforts. Reviews contracts and legal agreements, assists in conducting investigations and provides education and counsel as appropriate.
Works collaboratively with other legal staff and outside counsel to ensure appropriate identification, analysis, prioritization, and coordinated response to legal, risk management & compliance issues. supporting intergovernmental affairs work. Serves on assigned corporate committees, task forces, and groups.

Represents ANTHC in external contact with partners, agencies and outside counsel as required. Assists and supports ANTHC leadership in developing current and long-range ANTHC goals and objectives, and in the achievement of those goals and objectives.
Performs other duties as assigned.

KNOWLEDGE and SKILLS

? Knowledge of applicable Federal, State, and Tribal law, regulations, rules, policies and processes. Including substantial knowledge of relevant specialized fields such as Federal Indian law and self-determination/self-governance, health law, employment law & construction law.

? Knowledge of Alaska Tribal Health System, ANTHC, and Alaska Native culture(s) and politics.

? Skill in verbal and written communication.

? Skill in legal research and analysis.

? Skill in identified areas of expertise, such as litigation, transactions, investigations, policy analysis, etc.

? Skill in establishing and maintaining cooperative working relationships with individuals with wide array of cultural, political, educational, socio-economic, geographic and linguistic backgrounds.

? Skill in addressing sensitive issues and situations.

? Skill in advising leaders of complex organizational units.

? Skill in assimilating, reconciling, and prioritizing diverse information, recommendations, policy considerations, and organizational objectives.

MINIMUM EDUCATION QUALIFICATION

A Juris Doctorate (JD) degree from an accredited law school.

MINIMUM EXPERIENCE QUALIFICATION

Non-supervisory ? Twelve (12) years of relevant legal experience, including substantial experience in litigation, transactions, health law, construction law, employment law, and/or other relevant substantive areas with Five (5) years of experience in federal Indian law and self-governance.

MINIMUM CERTIFICATION QUALIFICATION

Admitted to practice before the Alaska State, Federal District, and other appropriate courts.

PREFERRED EXPERIENCE QUALIFICATION

? Experience or specialized study of Indian Law, Health Law, policy analysis, administrative advocacy and/or lobbying.

? Significant experience in private law practice, preferably representing tribal clients.

? Experience in policy analysis, administrative advocacy, and lobbying.

? Experience living in foreign culture.

ADDITIONAL REQUIREMENTS

? Fluency in foreign language(s), preferably Alaska Native or American Indian language.

? Understanding of Alaska Native or American Indian language or lifestyles.
