General Summary

The City's Traffic Technician I performs a variety of entry-level technical and administrative tasks in support of traffic operations related to the maintenance, repair, installation, and replacement of traffic signals, controllers, wiring, pedestrian signals, and other equipment. Work is performed under the general supervision of the Traffic Supervisor.

The preferred hiring amount for this position is between $20.45 - $25.14 an hour ($42,536.00 - $52,291.20 annually). This is a full-time, non-exempt, position which provides excellent benefits including 13 paid holidays plus 1 floating holiday, paid vacation and sick leave, health insurance options with employer contribution, employer-paid life insurance, City's retirement options, gym membership reimbursement, tuition reimbursement, and continuing education/training opportunities.

Essential Responsibilities and Duties

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.   • Performs and assists in general maintenance of outside traffic infrastructure.
  • Supports the planning, maintenance, and completion of activities related to the repair, installation, replacement, troubleshooting, testing, and general maintenance of traffic signals, streetlights, controllers, wiring, pedestrian signals, flashing beacons, cameras, signs, and other field equipment; including reviewing job site, investigation, safety concerns, materials and equipment needed.
  • Follows work order process and assignments to manufacture customized signs, utilizing specialized software and equipment, and/or by hand as needed, to assemble materials, equipment and supplies, and produce signs and installing according to instructions ensuring compliance with specifications.
  • Assists in setting up and maintaining temporary traffic controls based on established guidelines and safety practices.
  • Organizes workshop and supply area, maintaining a clean work environment.
  • Prepares documentation and general reports as needed, including inputting and reviewing information in work order system.
  • Operates and conducts maintenance of specialized equipment, which may also include snow removal equipment; and operates a vehicle in the performance of job duties.
  • Supports and responds to emergency operations, inclement weather, special events and other situations as needed and called.
  • Subject to be called back to work to the City in emergencies or as needed to provide necessary services to the public. Must have the ability to be contacted and respond based on Departmental guidelines.
  • Responsible for appropriate use and maintenance of City equipment, tools and other resources, including work time.
  • Regular and reliable attendance.

Education, Experience and Skills

Education and Experience: Candidates may qualify by demonstrating the required knowledge and skills outlined for the job through experience(s) other than formal education.

  • High school diploma or GED AND some experience completing general work orders and routine equipment maintenance.

OR

  • 3 years of experience completing general work orders and routine equipment maintenance.

OR

  • An equivalent combination of education and experience may be considered in lieu of the specific requirements listed above.

Certifications/Licenses/Other Requirements:

  • Must obtain and maintain a valid Virginia Driver's License and acceptable driving record according to city criteria.
  • Must obtain and maintain a CDL with Tanker endorsement, within 6 months of hire.
  • IMSA Traffic Signal Technician Level I Certification within 6 months of hire or upon availability of training.
  • IMSA Signs and Pavement Markings Technician Level I Certification within 6 months of hire or upon availability of training.
  • Obtain and maintain Work Zone Traffic Control (WZTC) Safety-Basic level certification within 3 months of hire or upon availability of training.
  • Required to successfully pass a pre-employment background check, physical, and drug test.
  • Position is subject to DOT drug and alcohol testing regulations upon receiving CDL.

Knowledge, Skills, Abilities and Other Characteristics:

Job Knowledge

  • Obtain knowledge of the methods, materials and equipment used in the installation, repair and maintenance of street signs, electronic traffic control equipment and streetlights.
  • Working knowledge of safety precautions and operational hazards related to the electrical trade.
  • Working knowledge of electrical work, wiring, and maintenance principles.
  • Working knowledge of Miss Utility requirements.
  • Working knowledge of construction related equipment, tools, and design specifications.

  • Intermediate: Ability to read and understand written materials such as processes and instructions for installing, repairing and maintenance of electrical devices, equipment and safety hazards and guidelines.

  • Basic: Ability to write basic or simple reports, using proper spelling, numbers, names, and addresses, and provide accurate information for decision making.

  • Intermediate: Ability to work with and understand number systems; simple formulas, practical application of fractions, percentages, ratios/proportions and measurements.

  • Basic: Establishes and maintains effective working relationships with co-workers, city staff, vendors, contractors, and the public. Provides information that assists others in making decisions, explains issues and/or concepts with clarity and listens to ideas and solutions and applies to job tasks. Provides standard information to and interacts with others outside direct reporting relationships on procedures or general policies.

  • Requires General Direction: Normally performs the job by following general instructions or established standard operating procedures and/or policies when responding to general service needs, problems, or issues. Situations that are not within standard operating procedures are reviewed with higher level technician or supervisor.

Technical Skills

  • Skilled in electrical wiring and electronics related to traffic signals. Standard practical knowledge of technical field and skills appropriate to assigned and apparent job responsibilities. Entry-level skill in the use of Microsoft Office applications and departmental software.

Physical Conditions & Additional Information

Physical Demands:

  • Heavy work: Exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 25 pounds of force constantly to lift, carry, push, pull or otherwise move objects.
  • Requires extensive physical activities which include balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing/pulling, heavy lifting, gross and fine motor skills.
  • Must be able to communicate information and ideas so others will understand. Must be able to exchange accurate information involving position duties.
  • Ability to observe details at close range (within a few feet of the observer).

Machines, Tools, Equipment, Software and Hardware:

  • Shop computer graphics software and equipment associated with making signs.
  • Equipment and tools used in the repair, testing and troubleshooting of streetlighting, traffic signals, signs and controls.
  • Typically requires use of standard office equipment and telephone, and related software and hardware; and any other equipment as appropriate or as assigned.

Work Environment:

  • Work is performed in a shop and outdoors where there is exposure to mechanical equipment, dust/dirt, fumes, hazardous materials, moving mechanical parts, electrical systems, inclement weather, high and low temperatures, wet or humid conditions, inadequate lighting, loud noise, in or around traffic/roadways, and/or in high or precarious places.
  • The employee is expected to use appropriate protective equipment for the assigned task (hard hat, safety vest, steel-toe shoes, etc.); and any other equipment as apparent or assigned.

3. RETIREMENT:

Pension:

+ Choose from two (2) options:

  • A Defined Benefit Pension plan pays a monthly benefit in retirement using a defined formula based on the employee's earnings history, tenure of service, and age. Our plan has a 5-year vesting period and an employee contribution of 5% of salary.
  • A Defined Contribution 401a plan in which fixed contributions are paid into an individual's account by the employer, the contributions are invested, returns (positive or negative) are credited to the account, and the account balance is used to provide retirement benefits. The vesting schedule for our 401a plan is 33% after one year of service, 67% after two years of service, and 100% vesting after three years of service. There is no required contribution from salary. (Note: the Defined Contribution retirement plan is the only plan available for Library employees).

Supplement: Deferred Compensation 457 available for you to invest your own money for additional retirement savings.
