This position requires an employee to be onsite at 3200 Labore Rd, Ste 104, Vadnais Heights, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location.

Direct Care and Treatment (DCT) is seeking an individual to join our DCT General Counsel?s Office for an exciting and rewarding opportunity as a Senior Data Privacy General Counsel! As the Senior Associate General Counsel, you will be responsible for providing legal advice and compliance support across DCT on a variety of diverse, complex, and changing areas of law and policy, with a focus on data privacy and data security issues.
Primary Responsibilities:
- Serve as a lead in conducting legal and policy research and analysis.
- Maintain a current and comprehensive knowledge of state and federal laws, regulations, policies, and court decisions affecting data privacy and security.
- Conduct legal and risk analysis of complex data privacy and security incidents involving DCT data.
- Mentor, train, and oversee the legal analysis work and advice given by less experienced attorneys who handle data privacy and security incidents.
- Draft legislative language that effects data privacy and security to ensure it reflects DCT policy goals.
Qualifications
Minimum Qualifications
- JD degree from an ABA accredited law school; AND
- Current license and in good standing to practice law in Minnesota; AND
- Four (4) years' experience as a practicing attorney in the areas of data privacy, data security, and related laws. Experience must demonstrate the following:
- Strong legal research, analysis, and writing skills.
- Building and maintaining good working relationships with internal and external stakeholders.
- Providing legal advice to executive leadership on diverse and complex human services and data privacy matters
Preferred Qualifications
- Experience working with a CEO and an executive board.
- Experience working with the Attorney General?s Office and/or State government agencies.
- Experience advising senior leadership.
- Knowledge of and experience handling issues related to state and federal privacy laws relating to Health Insurance Portability and Accountability Act and the Minnesota Government Data Practices Act.

DCT operates a highly specialized behavioral health care system that serves people with mental illness, substance abuse disorders, and developmental and intellectual disabilities. This includes psychiatric hospitals and other inpatient mental health treatment facilities; inpatient substance abuse treatment facilities; dental clinics, group homes, vocational sites, and sex offender treatment facilities.
