RMF Program Lead / IA Specialist (15.25)

OCT Consulting is a business management and technology consulting firm that provides support to Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.

Responsibilities and Duties

OCT currently has an opening for an RMF Program Lead / Information Assurance Specialist supporting the United States Air Force's 557th Weather Wing. This individual will serve as both the senior RMF advisor and the Task Order Lead, providing oversight and leadership across all cybersecurity activities. The candidate will support the creation and revision of cybersecurity policies, standard operating procedures (SOPs), and governance frameworks that align with NIST, OMB, and USAF RMF guidelines. This role also supports the strategic alignment of cybersecurity roles with enterprise risk management and ensures that key RMF artifacts including SSPs and RARs reflect accurate policy and risk postures. This position is contingent on contract award.

Day to day responsibilities include:

  • Provide day-to-day program oversight across all functional areas and coordinate directly with Government points of contact to manage performance, schedule, risks, and deliverables.
  • Lead internal reviews of key RMF artifacts (SSPs, POA&Ms, SARs, RARs) to ensure completeness, accuracy, and audit readiness.
  • Facilitate staffing coordination, reporting requirements, and weekly status briefings.
  • Draft, revise, and align cybersecurity policies, SOPs, and directives with Air Force, NIST, and OMB guidance.
  • Define cyber risk roles and responsibilities in support of enterprise risk frameworks.
  • Support development and quality assurance of RMF artifacts including SSPs and RARs, ensuring policy alignment and governance coverage.
  • Analyze existing documents and frameworks to identify gaps and develop tailored policy solutions.
  • Provide policy support for audit readiness, compliance reporting, and enterprise coordination.
  • Tailor policies to address emerging risk areas and align with NIST, OMB, and Air Force guidance.

Requirements

Qualifications/Requirements

  • Must be a U.S. Citizen
  • Must hold an active DoD Secret or above clearance.
  • Must be able to work on-site at Offutt AFB (5 days/week minimum).
  • Bachelor's degree (Master's preferred) in Cybersecurity Policy, Public Administration, or related.
  • Ability to serve the role of a project manager to provide clear leadership, technical direction, and guidance to contractor personnel by exhibiting excellent oral and written communication skills.
  • 7+ years of experience in federal cybersecurity policy, governance, and RMF.
  • Strong understanding of NIST SP 800-37, 800-53, and federal cybersecurity mandates.
  • Excellent writing and communication skills with experience translating technical concepts into policy.
  • Ability to interpret complex technical ideas from technicians into documentation that can be understood by non-technical supervisors and commanders.

Salary Range:$40,000- $400,000 yearly commensurate with experience, education, etc.
