About the Work Unit

The mission of the Colorado State Patrol Communication Branch is to provide a professional communications system for all members of the Colorado State Patrol, other agencies, and the citizens of Colorado. This will be accomplished by prompt, efficient, and accurate dissemination of information related to activities of officer safety, public interest, and protection.

Responsible for the management and coordination of all tasks associated with one or more major, multi-agency programs of significant complexity and risk. Utilizes industry standards and best practices to ensure project management principles and processes are used in the facilitation of agency program management. This unit is the sole source of Branch/Agency implementation and documentation of Programs.

Work Environment

100% In-person position

Work unit core business hours, Mon-Fri, 8 am-5 pm.

Occasional travel as needed (10% or less)

About the Job

The Program Manager - CJIS Compliance is responsible for the comprehensive management, oversight, and strategic direction of all aspects of CJIS (Criminal Justice Information Services) compliance agency-wide. They serve as the primary CSP-level subject matter expert and point of contact for CJIS security matters, ensuring adherence to the FBI CJIS Security Policy and other regulations across all CSP units and systems.

The manager develops, implements, and maintains agency-wide CJIS compliance programs, policies, and procedures to mitigate risks and ensure the confidentiality, integrity, and availability of Criminal Justice Information (CJI) handled by the CSP. The role also coordinates the activities of Local Agency Security Officers (LASOs) within different CSP units.

Key Responsibilities

  • Decide on the specific goals and milestones for the agency-wide CJIS compliance strategy to ensure it aligns with CSP strategic goals.
  • Approve the final format and key metrics for dashboards and reporting mechanisms that are used to track and communicate CJIS compliance performance to leadership.
  • Set the official agenda for the CSP CJIS Steering Committee, which this position chairs, to ensure inter-departmental collaboration on compliance matters.
  • Formulate the official CSP response when acting as the primary liaison to the state CJIS Systems Agency (CSA) or the FBI on policy and compliance matters.
  • Provide a final, expert-level judgment to CSP leadership on the correct interpretation and application of a specific CJIS policy or legal requirement.
  • Decide on the specific content, format, and frequency of the agency-wide CJIS security awareness and training program for all personnel.
  • Make the final decision to approve or reject Information Exchange Agreements (IEAs) and Memoranda of Understanding (MOUs) with external agencies based on their inclusion of required CJIS security clauses.
  • Lead all CJIS audits, decide how to manage the preparation process and the collection of requested information from various CSP units.
  • Make the official determination on behalf of the CSP as to whether IT services provided by OIT meet all CJIS Security Policy requirements.
  • Decide whether to approve an IT project's progression based on if security requirements have been properly integrated from the outset.
  • Decide the official guidance to provide to CSP leadership and personnel on how to interpret and apply specific CJIS policies or legal requirements.
  • Develop and approve the specific procedures within the agency-wide incident response plan for handling CJIS security incidents.
  • Coordinate the response to a security incident across different CSP units to ensure proper investigation, containment, and recovery procedures are followed.

Proven Experience, Knowledge, Skills

  • Eight years of relevant experience in criminal justice information systems (CJIS) and compliance.

  • A combination of related education and/or relevant experience in criminal justice information systems (CJIS) and compliance equal to eight years.

Conditions of Employment
