Description of Job

Pay for position:

HOURLY $34.40 - $49.93

BIWEEKLY $2,751.69 - $3,994.63

MONTHLY $5,962.00 - $8,655.04

The unit is the lower appeal authority for unemployment insurance matters that analyzes, reviews, and processes any interested party's appeal of a deputy's decision under the Colorado Employment Security Act and/or Regulations Concerning Employment Security.

The unit ensures due process for all interested parties while conducting administrative hearings and issues timely written decisions pursuant to statutes, regulations, and case law. Decisions written in this unit are appealable to a higher appeal authority.

This position provides opportunity for an interested party to appeal any adverse unemployment insurance decision and have an impartial and fair hearing. During the hearing, the position ensures that due process is provided to all interested parties to that appeal and that the record is fully developed. This position conducts hearings utilizing the Colorado Employment Security Act, Regulations Concerning Employment Security, relevant case law, and Employment Training (ETA) Handbook for Measuring Unemployment Insurance Lower Authority Appeals Quality, and internal procedures. Evidence and testimony are considered with the position determining interested party credibility in arriving at a conclusion regarding applicable statute and regulation based on the facts obtained during the hearing. A decision based upon statute, regulations, and case law is typed and issued deciding eligibility for, entitlement to, and liability for, unemployment insurance benefits and taxes. This position creates the only record allowable in any appeal to higher appeal authority and the courts.

After minimum qualification screening, the comparative analysis process for this position will involve an open-book written exam covering portions of the Colorado Employment Security Act, Regulations Concerning Employment Security, USDOL Handbook for Measuring UI Lower Authority Appeals Quality (ET No. 382, 3rd edition), Colorado case law related to unemployment insurance, and decision writing.You will have from 8AM on WEDNESDAY, MARCH 18TH, 2026 until 11:59 PM on MONDAY, MARCH 23RD, 2026 to complete and return to me.

MINIMUM QUALIFICATIONS:

Experience Only:

Seven (7) years of relevant experience in an occupation related to the work assigned to this position

OR

Education and Experience:

A combination of related education and/or relevant experience in an occupation related to the work assigned equal to seven (7) years

Preferred Qualifications:

  • JD
  • Experience adjudicating benefit claims or experience with claims intake and explanation of claims processes.
  • Experience providing written decisions including findings of fact, conclusions of law and supporting legal citations
