General Summary

The Groundskeeper Crew Lead performs responsible routine work as lead worker in the maintenance and cleaning of grounds in city parks, schools, right-of-way, public recreational facilities, and/or Downtown Mall. Work is performed under the general supervision of a Groundskeeper Supervisor.

The hiring amount for this position is between $23.42 an hour - $28.78 an hour ( $48,713.60 - $59,862.40 Annually). Starting pay for this position is based on applicable education, experience, and internal equity. This is a full-time, non-exempt, position which provides excellent benefits including 13 paid holidays, paid vacation and sick leave, health insurance options with employer contribution, employer-paid life insurance, City's retirement options, gym membership reimbursement, and continuing education/training opportunities.

Essential Responsibilities and Duties

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. + Performs and leads others in a variety of activities at city parks, downtown mall, schools, right-of-way, and/or recreational facilities including but not limited to:

  • mowing and weeding grass, planting and mulching, and planting trees
  • dragging and lining ballfields, preparing fields after the season by adding dirt and cutting sod, and grass removal off field
  • fertilizing and reseeding turf.
  • pruning and trimming trees and shrubs, limbs and felling trees as needed
  • finding and digging urn graves, and marking areas for full graves and head stones
  • managing fallen leaves; clearing and removing snow and ice off walkways
  • clears and removes snow from walkways, parks and other assigned areas
  • cleaning up trash and debris
  • Serves in a lead capacity, such as assigning tasks, reviewing work quality, providing guidance and technical assistance to maintenance crew and others.
  • Schedules work and ensures quality and safety standards are met. Coordinates with supervisor to prioritize scheduled and unscheduled work.
  • Tracks inventory to ensure necessary supplies, tools and equipment are available. Responsible for the storage, application, disposal, documentation and recordkeeping of materials.
  • Operates city vehicle in the performs of duties, including heavy equipment; operates and maintains equipment, hand tools, and power tools engaged in routine and more difficult maintenance and construction projects. Ensures proper care in the use and upkeep of equipment assigned.
  • Performs basic equipment maintenance and repairs.
  • Responds to applicable work orders or requests from the public and staff; interacts effectively and professionally.
  • Completes work according to maintenance standards and checklists, and reports issues to supervisor to ensure proper operations and/or adherence of safety regulations and implements corrective measures.
  • Solves simple to more difficult problems and actively seeks guidance when appropriate.
  • May be required to work weekends, nights, holidays or to be called back to work in weather or non-weather emergencies or as needed to provide necessary services to the public
  • Responsible for appropriate use and maintenance of City equipment, tools and other resources, including work time.
  • Regular and reliable attendance.

  • Performs additional duties to support operational requirements as apparent or assigned.

Education, Experience and Skills

Education and Experience: Candidates may qualify by demonstrating the required knowledge and skills outlined for the job through experience(s) other than formal education.

  • High School diploma or GED AND at least 3 years of experience in groundskeeping, turf maintenance, landscaping, or related area.

OR

  • At least 5 years of experience in groundskeeping, turf maintenance, landscaping, or related area.

OR

  • An equivalent combination of education and experience may be considered in lieu of the specific requirements listed above.

Certifications/Licenses/Other Requirements:

  • Registered Technician Pesticide License.
  • Obtain VDOT Flagger certification within 6 months of hire.
  • Must obtain and maintain a Virginia driver's license and acceptable driving record according to city criteria.
  • Required to successfully pass a pre-employment background check, physical, and drug screen.

Preferred:

  • Class B Commercial Driver's License (CDL).

Knowledge, Skills, Abilities and Other Characteristics:

  • Thorough knowledge of the maintenance, grounds, and manual tasks of the area assigned.
  • Thorough knowledge of the use of common hand tools and specialized power tools required of the work.
  • Thorough knowledge of the safe use and operation and preventive maintenance of mechanical equipment required in the work.
  • Thorough knowledge of occupational hazards and safety requirements of the trade.

Reading

  • Intermediate: ability to read, understand, and interpret written materials such as multi-step instruction manuals, drawings/plans, work orders, signs, notices, newspapers, magazines, journals, and reference materials.

Writing

  • Intermediate: ability to organize data and write clear and concise reports, prepare materials such as business letters, explanations, and summaries with proper format, punctuation, spelling, and grammar, using all parts of speech.

Math

  • Intermediate: ability to deal with number systems; simple formulas, practical application of fractions, percentages, ratios/proportions and measurement.

Communication Skills

  • Intermediate: Establishes and maintains effective working relationships with co-workers, supervisors, city staff, and the public. Ability to provide and receive standard information and instructions, including on general procedures. Contacts may involve stressful, negative interactions requiring high levels of tact and the ability to respond to aggressive interpersonal interactions. Elements of persuasion may be necessary to gain cooperation and acceptance of ideas.

Independence and Decision-Making

  • Requires General Direction: normally performs the job by following general instructions or established standard operating procedures and/or policies. There is some discretion when making decisions among a few easily identifiable choices of the appropriate procedure or policy to apply to duties. Performance is reviewed frequently.

Technical Skills

  • Skilled: comprehensive, practical knowledge of a technical field with use of analytical judgment and decision-making abilities appropriate to the assigned and apparent job responsibilities. Entry level skill in Word, Excel and/or departmental software.

Fiscal Responsibilities

  • No budgetary/fiscal responsibilities. May purchase applicable inventory and supplies as directed.

Supervisory Responsibilities

  • Lead Worker: Performs essentially the same work as those directed. Which may include reviewing work quality, training, instructing, assigning work, and/or scheduling work.

Physical Demands:

  • Heavy Work: Exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 25 pounds of force constantly to lift, carry, push, pull or otherwise move objects.
  • Ability to perform manual labor including climbing, balancing, stooping, kneeling, crouching, reaching, pushing, pulling, handling, grasping, feeling, standing for sustained periods of time, and moving about parks and construction sites.
  • Must be able to communicate information and ideas so others will understand. Must be able to exchange accurate information in these situations.
  • Ability to observe details at close range (within a few feet of the observer).

Machines, Tools, Equipment, Software and Hardware:

  • Typically requires the use of manual and mechanical equipment related to grounds or turf maintenance and repair; and any other equipment as appropriate or as assigned.

Work Environment:

  • Work is performed outside where there may be exposure to vibrations, moving mechanical parts, outdoor weather conditions, chemicals/hazardous waste, blood-borne pathogens, electrical hazards, inadequate lighting, confined spaces, uneven terrain, fumes/airborne particles and fuels.
  • The employee is expected to use appropriate protective equipment for the assigned task (hard hat, safety vest, steel-toe shoes, etc.); and any other equipment as apparent or assigned.
  • The noise level is usually loud to intense.

Life Insurance: In the event of your death, your beneficiary will receive twice your annual salary. Supplementary policies for you and your dependents are available.

Long-Term Disability: U pon approval for along-term illness or injury, you can receive up to 60% of your earnings after a 90-day wait period.

3. RETIREMENT:

Pension:

+ Choose from two (2) options:

  • A Defined Benefit Pension plan pays a monthly benefit in retirement using a defined formula based on the employee's earnings history, tenure of service, and age. Our plan has a 5-year vesting period and an employee contribution of 5% of salary.
  • A Defined Contribution 401a plan in which fixed contributions are paid into an individual's account by the employer, the contributions are invested, returns (positive or negative) are credited to the account, and the account balance is used to provide retirement benefits. The vesting schedule for our 401a plan is 33% after one year of service, 67% after two years of service, and 100% vesting after three years of service. There is no required contribution from salary. (Note: the Defined Contribution retirement plan is the only plan available for Library employees).

Supplement: Deferred Compensation 457 available for you to invest your own money for additional retirement savings.
