FISCAL ANALYSIS DIVISION

BUDGETARY PROGRAM ANALYST

Carson City, Nevada

Salary up to $131,711 (employee/employer paid retirement plan)

The Legislative Counsel Bureau (LCB) is seeking a diverse pool of qualified applicants for the position of Budgetary Program Analyst within the Fiscal Analysis Division. The LCB is a nonpartisan, legislative service agency that provides professional, technical and administrative support to the Nevada Legislature, which convenes biennially in odd-numbered years for 120-day sessions and for rare special sessions during the interim periods. TheFiscal Analysis Division is responsible for performing independent review and analysis of budgetary and fiscal matters for the Nevada Legislature, including an in-depth review of the Governor?s biennial budget recommendations for the Legislature. In addition, the Fiscal Analysis Division provides expenditure and revenue projections, fiscal data interpretation, program analysis and research related to state and local budgets, programs and policies. This is a full-timeposition located in Carson City, Nevada.

Position Description: Under the general direction and supervision of the Senate Fiscal Analyst and the Assembly Fiscal Analyst, the Budgetary Program Analyst will conduct independent analysis of biennial budgets submitted by assigned state agencies, identify budgetary alternatives and make related recommendations to the Legislature. Responsibilities of the Budgetary Program Analyst may include, without limitation:

? Developing an in-depth understanding of assigned programs and budgets;

? Conducting fiscal interpretation and programmatic analysis of state agency budgets;

? Assessing operational performance and cost-effectiveness of assigned budgets;

? Analyzing legislation to determine financial and functional impacts on state operations;

? Monitoring state agency budget execution to ensure alignment with legislative directives;

? Compiling, interpreting and communicating findings through written and oral presentations;

? Preparing presentations and presenting on a wide variety of fiscal topics to legislative committees, Executive Branch agencies and other stakeholders;

? Providing public testimony to legislative committees on budgets, legislation and other fiscal issues during legislative hearings and meetings;

? Assisting lawmakers and staff throughout the legislative process;

? Monitoring state agency budgets, programs and performance during the interim period between legislative sessions; and

  • Performing other duties as assigned.

Minimum Qualifications: The Budgetary Program Analyst will be selected with special preference given to the candidate?s training, experience and aptitude in the fields of program or fiscal analysis. A qualified applicant must have: (1) a bachelor?s degree in business, public administration, accounting, finance or a closely related field; and (2) at least four years of progressively responsible experience in professional budgeting, management analysis or financial or program analysis. A combination of education and experience equivalent to these requirements may be considered. Experience in public sector fiscal analysis is preferred.

The ideal candidate will demonstrate:

? The ability to develop an in-depth understanding of diverse state programs and budgets;

? Strong analytical skills with the ability to effectively compile and interpret data;

? Expertise in analyzing and reporting on fiscal and/or programmatic data;

? The ability to complete assignments with a high degree of accuracy while managing overlapping and stringent deadlines;

? Excellent verbal and written communication skills;

? A high level of comfort with, and experience in, public speaking and/or providing testimony in a public setting;

? The ability to communicate effectively with diverse audiences verbally and in writing, including, without limitation, the ability to create accessible, well-structured documents tailored to a range of audiences;

? A strong ability to create and foster professional, non-partisan working relationships with legislators, legislative staff, LCB employees, agency representatives and other stakeholders;

? Intermediate to advanced proficiency with the Microsoft Office suite, especially Word and Excel; and

? A strong commitment to maintaining political neutrality at all times.

Salary: The annual salary for this position is based upon a Grade 42, which has a salary range of $87,570 to $131,711 under the employee/employer paid retirement option. An employer-paid contribution plan is also available with a reduced salary in lieu of an employee contribution. Actual starting salary will be based on experience.

Working Conditions: The work is performed in a typical office environment. Overtime is required during legislative sessions and may be required during certain other periods as necessary to meet the demands of the Legislature. When overtime is worked, the Budgetary Program Analyst may earn compensatory time that may be taken at a later date or be paid for overtime, consistent with the LCB Rules and Policies and subject to budgetary limits. Infrequent travel may be required between Carson City and Las Vegas, Nevada. Such travel may be outside normal business hours.
