Job Description: The Special Programs/Test Site QA Support provides support to the installation, construction and operation at NSWCPD facilities, laboratories, and test sites. Quality Support is provided via: Surveillances, Critiques and Audits. New and/or modified constructions associated with Test Sites and Laboratories coordinates with Code 00Q's Test Site QA group for quality oversight. Test Site QA works in conjunction with proper NSWCPD personnel to apply welding and NDT reviews and enforce standardized welding and NDT requirements for NSWCPD Test Sites. QA Support includes providing the following:

  • Support QA oversight of new and/or modified test sites, facilities, and/or laboratories.
  • Assist with the development and recommendation of procedures and work instructions.
  • Perform inspection and witness tests, as well as conduct and report the inspection of systems under

production.

  • Review quality systems, procedures, and in-process work processes.
  • Develop on-site surveillance attributes lists using engineering drawings, applicable specifications and

standards.

  • Provide program support by attending weekly program meetings and reporting it back to the Quality

Manager.

  • Assist special projects including trend analysis.
  • Assist with briefings of Test Site Leadership, as needed.
  • Attend meetings relevant to Test Site QA, including daily sync-up with QAM, and weekly meeting with
  • Code 337 (welding and NDT).
  • Communicate regularly with SMEs, TPOCs, and work area managers in preparation for onsite

surveillance and for follow-ups.

  • Conduct follow-up surveillances to resolve non-compliances.
  • Conduct research on product information and installed components, relative to Lists of Materials,

technical and materials issues, and the needs of SMEs, TPOCs, and Work Area Managers.

  • Perform onsite surveillances in accordance with construction schedules and emergent needs.
  • Produce reportage and populate detailed surveillance log.
  • Provide emergent and receipt inspections.
  • Provide research on drawing and binder review histories as well as Learning Session statuses.
  • Support annual Quality Management Procedure Reviews and Revisions.
  • Support Audit and Surveillance Program, as needed.
  • Support Problem Resolution Program.
  • Support Quality Assurance Workbook Reviews including adjudication of responses.
  • Support reviews of Quality Assurance Plans.
  • Support the management of QA's Shared Drive resources and recordkeeping.

Required Skills and Experiences:

  • Three (3) years of relevant QA work experience, standards, and protocols.
  • Experience in developing and executing QA Audits and/or surveillances in order to analyze and evaluate processes and procedures.
  • Basic understanding of documentation associated with welding and Non-Destructive Evaluation (NDE) and be proficient in reading and understanding complex engineering drawings/blueprints.
  • Experience and familiarity with reporting of quality-related determinations, including comparison of as-built conditions to requirements.
  • Ability to work independently and effectively with others. Effective communicator (oral and written). Experience with Adobe and Microsoft Office Suite.

Degree Requirements:

High School Diploma or equivalent.

  • Must be a U.S. citizen.
  • A secret security clearance
