About the Role

The Business Manager, Fiscal Management Services (FMS) oversees FMS operations in compliance with Minnesota Department of Human Services (DHS) regulations. This role ensures accurate, timely financial processing, drives workflow efficiencies, and supports individuals and caregivers utilizing FMS. The Business Manager also manages partnerships and project coordination with Accord's third-party software provider.

Reporting to the Senior Director, Self-Directed Services, this position leads a team, shapes operational strategy, and engages internal and external stakeholders to uphold high service standards.

Essential Responsibilities

  • Work with department leaders to develop and implement processes aligned with licensing, accreditation, and DHS policies.
  • Implement Leadership, Management, and Accountability (LMA) practices to set a clear path for FMS employees to achieve shared goals. LMA practices are the building blocks of effective organizations, helping companies align goals, track performance, and create a culture where every team member understands their role and responsibilities. LMA ensures that leaders inspire, managers organize, and teams stay accountable to drive business success.
  • Apply the Entrepreneurial Operating (EOS) system and tools to align program initiatives with business objectives.
  • Oversee/Manage daily FMS functions, including data submission to MN-ITS and billing for payroll and goods/services.
  • Identify training needs and support staff growth through effective leadership and mentoring.
  • Enhance service delivery through improved workflows and operational efficiencies.
  • Track key performance metrics, identify issues, and develop corrective action plans.
  • Serve as the primary liaison between FMS, DHS, Managed Care Organizations (MCOs), and other stakeholders.
  • Provide financial oversight, including budgeting, forecasting, and financial reporting, including AR aging and budget summaries
  • Stay informed on DHS updates and ensure timely organizational adaptation.
  • Address escalated concerns from participants and providers with professionalism
  • Share updates from Lead Agency meetings, present to community groups, and participate in DHS trainings and external committees.
  • Assure the fiscal viability of FMS services by maintaining positive relationships with funders and utilizing effective marketing strategies with the assistance of Accord's marketing group.
  • In coordination with the Senior Director, Self-Directed Services, collaborate on the annual FMS budget and authorize expenditures
  • Availability to travel locally for work with limited overnight travel possible.
  • Perform other duties as required or assigned.

Requirements

Education:

  • Bachelor's degree in finance, business administration, healthcare administration, or a related field.

Skills & Experience:

  • Minimum of 3 years of experience in financial management, healthcare administration, or related roles, with at least 1 year in a supervisory or managerial position.)
  • Strong leadership, team management, and organizational skills.
  • Excellent analytical, communication, and problem-solving abilities
  • Proficiency data management systems.
Preferred Qualifications:
  • Experience working with fiscal intermediary services, self-directed programs, or disability services.
  • Knowledge of Minnesota DHS programs (CDCS, CFSS)
  • Familiarity with state and federal Medicaid rules and regulations.
  • Strong background in process improvement and operational efficiencie
