The Vermont Department of Corrections is seeking a qualified and experienced attorney to serve as General Counsel. This position provides legal advice and representation on a broad range of correctional issues, including litigation, policy development, and compliance with state and federal laws. The General Counsel reports directly to the Commissioner of Corrections and plays a key role in guiding the Department?s legal and strategic decisions.

Candidates should have a strong background in public sector or corrections-related law.

Minimum Qualifications
Admission to the Vermont Bar or eligibility for admission by waiver and a minimum of 7 years of progressively responsible legal experience, including significant experience in litigation, legal advising, and policy development?preferably in a government or public safety setting.
Preferred Qualifications
  • Juris Doctor (J.D.) degree from an accredited law school.
  • Demonstrated leadership and management experience, including the ability to lead a legal team, collaborate across departments, and support executive decision-making.
  • Strong litigation background with experience handling administrative hearings, civil litigation, or constitutional law matters.
  • Proven ability to develop, interpret, and implement policies and procedures in compliance with state and federal law.
  • In-depth knowledge of legal issues relevant to corrections, including constitutional rights, labor and employment law, public records, and risk management.
  • Exceptional written and oral communication skills, with the ability to provide clear and practical legal guidance to both legal and non-legal audiences.
  • Experience advising on or helping to shape legislative or regulatory initiatives is preferred
