The Assistant Metropolitan Attorney 2 - Assistant Legal Counsel position will provide legal research, including policy research, legal writing and legislative drafting with the Metropolitan Council Office. Duties may range from performing national surveys of governmental policy initiatives to preparing legislation on behalf of Council Members. This position will be in the Assistant Metropolitan Attorney 2 job classification as designated in Metro?s FY2026 General Pay Plan.
Employees in the Metropolitan Council Office work diligently to provide excellent service for members of the Council, as well as members of the public. We are looking for a highly engaged and motivated individual to join our team.

Typical Duties

  • Conducts policy and legislative research at the direction of the Council Office Director.
  • Drafts legal research memos and policy research papers.
  • Assists with legislative drafting and proofreading.
  • Assists with the preparation of an analysis summary of legislation.
  • Advises Council Members on legal principles and ethical questions.
  • Prepares consent agendas and related documentation for Council meetings.
  • Assists with preparation of Council Committee agendas and reports.
  • Attends Council meetings and Council Committee meetings as needed.
  • Interprets policies, rules, and regulations as needed.
  • Assists with review and response to Public Records Requests.
  • Performs related duties as required.

Minimum Qualifications

Doctor of Jurisprudence and two years of legal experience.
LICENSE REQUIRED:
Valid Driver License may be required for some positions.
License to practice law in the State of Tennessee or permitted to practice law pursuant to applicable rules of the Tennessee Supreme Court.
Candidates with accreditations earned in a foreign institute are encouraged to apply.
Note: Per Metro Ordinance No. SO94-1078. All employees of the Metropolitan Government shall be residents of the State of Tennessee or become residents of the state within six (6) months of employment as a prerequisite to employment with the Metropolitan Government.

Preferred Experience, Knowledge, Skills, and Abilities

  • Knowledge of legal principles, including civil, constitutional, and administrative law.
  • Knowledge of administrative function of the legislative system.
  • Skill in problem solving.
  • Ability to explain, interpret, and enforce codes, ordinances, and related federal and state laws.
  • Ability to analyze and apply legal principles and precedents to specific problems.
  • Ability to present statements of fact, law, and argument clearly and logically.
  • Ability to analyze intricate factual situations and apply legal principles.
  • Ability to perform legal research.
  • Ability to draft legislation, legal memos, and policy analysis.
  • Ability to communicate effectively, both orally and in writing.
